       To the Texas House Select Economic Development Incentives Committee

 Public Hearing, August 27, 2014

 Testimony of Ed Heimlich, a Citizen of Texas

 Dear Honorable Committee Members. I am representing Honor Quest. Please visit our website www.honorquest.org

 The greatest incentive any State can offer is liberty. The belief that our United States is the land of liberty has made our country an economic powerhouse and the envy of the world. No amount of government incentives will bring business, jobs, and taxes to Texas if the word gets out that liberty no longer exists in Texas. 

 Liberty is the Right to have Law protect the Individual from the government. 

 Liberty exist where the Rule of Law prevails. The Rule of Law means the Law rules over the government to protect the Individual from over reaching government actors.

 But here is proof [Final Juddgment – give to Clerk to give to Committee members] that this is no longer true in Texas. 

 Our government of Texas can (1) violate our Rights our Constitution intended to secure, (2) admit that it did so, (3) admit to the property loss caused, and then say “so what, the government is immune.”

 Our Constitution, and your law, no longer Rule. They have been reduced to suggestions that those employed in the Executive and Judicial Divisions of government can disregard with impunity. 

 California and others could provide me with incentives to publicize my story. I pray that will not be necessary. I pray that our 2015 legislators will honor their Oath to preserve, protect, and defend our Constitutions and Laws. That requires restitution for the victim of unconstitutional and unlawful acts committed by government by and through the prosecutors, judges, and others who act in as the hands of government. 

 The State has chosen to give away one Billion dollars in incentives. This Judgment represents less than one tenth of one tenth of one tenth of that amount. The payment of this Judgment represents Liberty. It represents Liberty, the greatest incentive to economic development any State can offer. Refusal to appropriate payment for this Judgment, on the assertion the government has sovereign immunity, is proof that Liberty no longer exist on our Land of Texas.
